This methodology was developed in the form of a pilot program in support of carbon footprint reduction which is highlighted in the U.S. House Bill 2454 - American Clean Energy & Security Act and Federal Government Environmental, Energy, and Economic Performance Executive Order. H.R. 2454 bill and Federal Leadership Executive Order have specific 2020 goals that industry and government organizations must comply. Sample goals that will be reached include:
- 30% reduction in vehicle fleet petroleum use by 2020
- 26% improvement in water efficiency by 2020
- 50% recycling and waste diversion by 2015

This pilot program is in response to the U.S. H.R. 2454 - American Clean Energy & Security Act of 2009 (ACES) and Federal Leadership in Environmental, Energy, and Economic Performance Executive Order. Both Federal mandates require U.S. firms to reduce their Carbon Footprint by 17% in 2020.
